A first tentative uggestion was made a year ago for the Council to assist the University Board, but confirmation of the offer failed to materialise until we ourselves ventured to remind them last September. We have been fortunate enough to have an early and favourable response, and I enclose copies of two telegrams to Hong Kong which will show that the Council has now confirmed the offer of a grant for four scholarships for Chinese students at Hong Kong University; and as regards our own interest
in the matter you will see that we are following up negotiations with the Rhodes Trust for further assistance of a nature which will, in our belief, add greatly to the prestige of the University.
